UPDATE 9/22: Hello Windows Insiders, today we’re releasing Windows 11 Build 22621.2361 (KB5030310) to Insiders in the Release Preview Channel on Windows 11, version 22H2. We’re also beginning to roll out some of the new features announced yesterday by Yusuf, including Copilot in Windows (in preview)*, Modernized File Explorer, new text authoring experiences to voice access and new natural voices in Narrator, and Windows Backup. A more complete list of features will be shared next week on Sept. 26th.

If you have the toggle to get the latest updates as they are available turned ON via Settings > Windows Update BEFORE installing Build 22621.2361, you will also get Windows Configuration Update (KB5030509) installed at the same time you install Build 22621.2361 in a single reboot. Note only the update for Build 22621.2361 will show during install on the Windows Update settings page. But after reboot, the Windows Configuration Update will be shown in your Update History. This Windows Configuration Update is how we’re enabling new features via Controlled Feature Rollout (CFR) technology.

Should you install Build 22621.2361 without turning on the toggle to get the latest updates as they are available before, you can simply turn it on, and Windows Configuration Update (KB5030509) will be downloaded on your PC where you will be asked to reboot. Should you install build 22621.2361 and keep the toggle off, the new features will be gradually rolled out to your device over time.

This update includes the following features and improvements:
  • New! This update completes the work to comply with the GB18030-2022 requirements. It removes and remaps characters for Microsoft Wubi input and Microsoft Pinyin U-mode input. You can no longer enter character codepoints that are not supported. All the required codepoints are up to date.
  • New! This update introduces websites to the Recommended section of the Start menu. These websites will be personalized for you and come from your browsing history. This gives you quick access to the websites that are important to you. You can remove any website URL from the Recommended section using the shortcut menu. To turn off the feature, go to Settings > Personalization > Start. You can adjust settings for all recommended content on the Start menu on this Settings page. Commercial customers can manage this feature using a policy.

  • This update supports daylight saving time (DST) changes in Greenland.
  • This update changes the spelling of Ukraine’s capital from Kiev to Kyiv.
  • This update addresses an issue that affects account lockout event 4625. The format of the event is wrong in the ForwardedEvents log. This occurs when an account name is in the user principal name (UPN) format.
  • This update affects the Key Distribution Center (KDC) and user security identifiers (SID). KDC now reads the user SID from the Subject Alternative Name (SAN) of a certificate. Because of this, mobile device management (MDM) providers can use offline templates to fill in the user SID. To learn more, see KB5014754.
  • This update addresses an issue that affects Microsoft Excel. It stops responding when you try to share a file as a PDF in Microsoft Outlook.
  • This update addresses an issue that is related to changes in the forwarding of events.
  • This update addresses an issue that affects events that have a TAB character. The events do not render, or you cannot forward them.
  • This update addresses an issue that affects XPath queries on FileHash and other binary fields. It stops them from matching values in event records.
  • This update addresses an issue that affects an Application Virtualization (App-V) environment. Copy operations within it stop working. This occurs after you install the April 2023 update.
  • This update addresses an issue that affects Microsoft Print to PDF. It uses the metadata for the name you sign in with as the author of a printed PDF. It should use the display name instead.
  • This update addresses an issue that affects some USB printers. Microsoft Defender stops them from printing.
  • This update addresses an issue that affects Windows Defender Application Control (WDAC). AppID Tagging policies might greatly increase how long it takes your device to start up.
  • This update addresses an issue that affects the Korean touch keyboard It completes the first character in the search box on the taskbar. This is not expected.

  • This update addresses an issue that affects sleep mode. After you resume from sleep, a blank window appears that has the title “Windows Input Experience.”
  • This update addresses an issue that affects Remote Apps. The display of some elements is not aligned correctly.
  • This update addresses an issue that affects the search box tooltip. It does not appear in the correct position.
  • This update addresses an issue that affects the search button. It disappears when you interact with the search flyout box.
  • This update addresses an issue that affects the Microsoft Distributed Transaction Coordinator (DTC). It has a handle leak. Because of this, the system runs out of memory.
  • This update addresses an issue that might make Windows stop responding. This might occur if you use Microsoft OneDrive files that are compressed by NTFS.
  • This update addresses an issue that might cause a user-mode memory leak. It might occur when you call CopyFile() or MoveFile().
  • This update addresses an issue that affects application compatibility. It is related to Microsoft Defender for Endpoint.
  • This update addresses an issue that affects external binding. It fails. This occurs after you install Windows updates dated May 2023 or later. Because of this, there are issues that affect LDAP queries and authentication.

Never try to understand MS lol. I have it on this build and my Beta build with the only difference I've noticed being I got a different icon with this build. Both say preview though.

I seem to have all the other features that they enabled, but now two different machines at Build 22621.2361, both without Copilot even though the feature IDs related to copilot appear to be all enabled, and Edge browser is at the latest update.
Go figure MS logic. 🤐😎😂🤷‍♂️

So this KB installed this morning and is exactly the same one, 5030310, that was installed on the 15th August. Build number post-install is 22621.2361.

Notice a new Gallery option under Home on File Explorer but it appears broken on my system as it just shows 10 large generic icons with one showing Halo and the Internet Explorer 'e' logo. Hovering over them shows nothing and double-clicking them takes me to random art files with nothing from my Pictures library. What is this supposed to be? There are no apparent options to tweak or tailor it as far as I can see.

Also, when I go to Windows Updates and click on the Learn More button for the last three updates, including these two KB5030310 updates, then I taken to a blank page that displays a 404 error. Why do Microsoft not check these are working before release? It is inexcusable in my opinion.

There is also a new CoPilot (preview) icon next to Start and Search in the taskbar but, again, there is no information on what this actually is. When Microsoft introduce new features to Windows then they should be explaining what these new features are rather than relying on their customers having to search the internet to find out.

*EDIT*
The customisation options are at the top of the window under Collection. It is set to Show All but doesn't show anything from my Pictures folders even though the actual Photos app does and works fine.

Usually Apps are updated through the store, this is done unrelated to the Windows Update. Check your MS Store history, many Apps are updated recently.

You are right that this recent push of App update coincide with the release of the big OS update. I just wanted to stress that many of the features advertised by MS for this update are already active for all MS users just because of MS Store update. Remove all these App update and the checklist fo novelties got thinner.

The new Gallery option in File Explorer appears to be broken for me as I only see this:

Each of those weird-looking folders is for an image filetype such is jpgfile, pngfile (as shown), wdpfile, Paint.Picture (?), etc, etc. If I hover over one of the folders with the three boxes inside then it shows a little pop up that says 'item type: stack'. I can open the folders, though they take around 10 seconds, and they do show images inside, but is this how it is supposed to look? It looks wrong to me, like it is corrupted or something.

The Photos app show my pictures fine and in date order, which I believe is what the Gallery is supposed to do, and the images are stored on OneDrive, i.e. C:/Users/darren/OneDrive/Pictures.

There is no way to reset this and Collection shows that the Pictures file is there, the same one that works fine with the Photo app.

Has anyone else seen or got this issue?

I've checked Windows 11 with sfc /scannow and dism /online /cleanup-image /scanhealth and no errors are reported. Windows otherwise works fine but it is annoying me knowing that this Gallery feature doesn't appear to working properly on my system. It's something I would like so I don't want to remove it., just having it working as intended.

Definitely doesn't look right! Mine just shows strictly images, no folders, regardless of what folders are assigned.

Maybe check Properties to see what folders are assigned and the paths are still good.

Looks like the only way to get Copilot with this Build 22621.2361 is by using a MS account to login to Windows.
This is an added requirement not mentioned anywhere. Is there anything written about this?
I have Copilot on Beta and Dev even using a Local account for windows.
Clearly, I have to link a MS account to enroll the machines to insider.
I hope it is not going to be a feature that requires a subscription license. 😂😝

Never try to understand MS lol. I have it on this build and my Beta build with the only difference I've noticed being I got a different icon with this build. Both say preview though.
I got it to show up, but I had to guess what requirement they added in this build that was not needed in Beta and Dev. 😎

Exactly what I feared.

Is there anyway to reinstall this update or to repair just the Gallery part? Does anyone know where the settings folder is for this on the PC, presumably in the hidden Application Data folder and/or in the registry?

Gallery seems very redundant to Photos

Well, I agree and Photos works perfectly on my system displaying my images in date order, like what the Gallery option is supposed to do but doesn't on my system currently. However, it irks me that this option is broken and, in typical Microsoft fashion, there is no way to remove it. And, yes, I realise I can just ignore it and not use it but it bugs me that I know that it isn't working.

I don't think there are any settings, per se..., It's a .library-ms virtual folder, nothing more.
The only reg entry I know of is the CLSID to pin it to the navigation pane.
