Highlights​

Below is a summary of the key issues that this update addresses when you install this KB. If there are new features, it lists them as well.
  • Taskbar (known issue) You might not be able to view or interact with the taskbar after you install KB5039302. This issue occurs on devices that run the Windows N edition. This edition is like other editions but lacks most media-related tools. The issue also occurs if you turn off “Media Features” from the Control Panel.

Windows 11, version 23H2​

This security update includes quality improvements. Key changes include:
  • This build includes all the improvements in Windows 11, version 22H2.
  • No additional issues are documented for this release.

Windows 11, version 22H2​

This security update includes improvements that were a part of update KB5039302 (released June 25, 2024). Below is a summary of the key issues that this update addresses when you install this KB. If there are new features, it lists them as well. The bold text within the brackets indicates the item or area of the change we are documenting.
  • Remote Desktop MultiPoint Server. A race condition causes the service to stop responding.
  • Remote Authentication Dial-In User Service (RADIUS) protocol. This issue is related to MD5 collisions. For more information, see KB5040268.
  • [Repeated restarts (known issue)] Some devices that use virtual tools or virtual features fail to start. If you have not yet installed the June preview update, we advise that you install this security update instead.
  • [BitLocker] This update adds PCR 4 to PCR 7 and 11 for the default Secure Boot validation profile. See CVE-2024-38058 for more information.
If you installed earlier updates, only the new updates contained in this package will be downloaded and installed on your device.

Windows 11 servicing stack update (KB5039338) - 22621.3801 and 22631.3801​

This update makes quality improvements to the servicing stack, which is the component that installs Windows updates. Servicing stack updates (SSU) ensure that you have a robust and reliable servicing stack so that your devices can receive and install Microsoft updates.

Resulting from this operation, you might observe the following symptoms: - OS upgrade operations may fail, and this might be shown in the LicenseAcquisition scheduled task in Task Scheduler -> Task Scheduler Library -> Microsoft -> Windows -> Subscription as ‘Access denied error (error code 0x80070005)’ under ‘Last Run Result’.		We are working on a resolution that will be released on a Windows update in the coming weeks.
Enterprise usersAfter installing this update, you might face issues using Windows Update Agent API (WUA) from your script (PowerShell, VBScript, etc.) while searching for Windows updates. Due to this issue, you might get an empty result when querying the properties of IUpdate objects present in the IUpdateCollection and error code 0x8002802B (TYPE_E_ELEMENTNOTFOUND) when calling methods on the object from your script.This issue is resolved using Known Issue Rollback (KIR). IT administrators can resolve this issue by installing and configuring the special Group Policy listed below. The special Group Policy can be found in Computer Configuration > Administrative Templates > <Group Policy name listed below>.

If you want to remove the LCU

To remove the LCU after installing the combined SSU and LCU package, use the DISM/Remove-Package command line option with the LCU package name as the argument. You can find the package name by using this command: DISM /online /get-packages.

Running Windows Update Standalone Installer (wusa.exe) with the /uninstall switch on the combined package will not work because the combined package contains the SSU. You cannot remove the SSU from the system after installation.

When I check WINVER it reflects 22631.3880 as the current version.

However, it does show Windows Malicious Software Removal Tool was updated and installed.

Ran SFC no errors found. I also ran Dism /Online /Cleanup-Image /RestoreHealth. Still now reflecting the update in update history.

Not sure what’s causing Update History not reflecting the update.

I just would like to report small bug which started with 3737 version. Maybe people are not following this like myself but I would like to share this bug with you. I am using AMD GPU and HWINFO for monitoring values (it can be seen in AMD Radeon Software in Performance tab, too), like CPU, GPU temperatures, utilizations, power use with UPS connected and other elements. The bug I found is related that two services Widget.exe and WidgetService.exe located in C:\Program Files\WindowsApps\MicrosoftWindows.Client.WebExperience_524.13200.30.0_x64__cw5n1h2txyewy\Dashboard folder, makes GPU VRAM to stuck at maximum MHz. In my case it is 1250MHz, where idle utilization is 150Mhz. The same I have with GPU, idle clock is 300MHz, but this two services makes it stuck at 50%, which 501MHz. If I press End Task in Task manger on both services, my GPU clock and VRAM clocks returns to minimum idle state and two services will be loaded again after a while. If it goes high, it uses 30W more, which results on more spending of electricity and higher bills. That is not green agenda Microsoft advertises all the time. Maybe in new update, some programmers could take a look at this issue. I do not use Widgets, like right click on Task Bar, Task Bar Settings and my Widgets are turned Off all the time, but these two services loads with Windows all the time.

I know there is small application Custom Resolution Utility (CRU) which can set some values and solve part of problem of VRAM stuck at maximum value, but no use when these two services come to scene and create VRAM to stuck at its maximum. It sounds funny, but it is not at all.

Two things...

1. MS has had Bluetooth issues for years, they come and go. Bluetooth breaks and gets fixed.
2. Whenever they break Bluetooth, they usually fix it on the next update.

I've found it helps to block driver updates that get included in Windows Updates...

For some reason, MS decided to "take over" driver distribution.
Every now and then some driver included in WU, corrupts the already installed and working driver.
That's why I just blocked them.

My drivers have been happy ever since. :-)

IMX, it still doesn't matter if I block Windows Update driver updates. There was no issue in the early-21H2 days!

MS has been doing this with drivers, starting around the end of 2020. Same thing on Windows 10.

You have decent computers. Get your chipset drivers direct from AMD.
Get all else from the motherboard manufacturer or the vid card manufacturer.

For 3rd party drivers (like printers, mice, keyboards, cameras, etc.)... get them from the 3rd party manufacturers.



Windows driver store is pretty good when doing a clean install.
But after the install, it's best to get drivers from the manufacturers.

I installed Win 10 in May 2020, on this comp, and did the block drivers with WU tutorial.
In Oct 2021 I did an In-Place Upgrade from W10 to W11.

Since then, I've updated the vid card driver once.
I update the chipset driver whenever AMD releases a new one.
The rest of the drivers... I don't touch unless something stops working.



Number of driver problems since May 2020.... ZERO



And the "only" reason I updated the vid card driver was because Nvidia stopped releasing "Standard" vid card drivers in the last quarter of 2021. Some back room deal with MS. :/

Since then... with the DCH vid card drivers... the only place to get the Nvidia Control Panel is from MS.
Unless... you update the vid card driver from a previously installed "Standard" Nvidia driver.

The last Nvidia "Standard" driver (with Nvidia's Control Panel), is 442.xx, which I already had installed.
So then I could update the vid card driver to a DCH driver, and not lose the original Nvidia Control Panel.



To make a long story short... the "only" reason I updated the vid card driver, was because of Microsoft's evil ways. 8-)

This updating of drivers via WU is a pain in the neck on some PC's with AMD graphics cards such as mine. WU pushes out new AMD GPU drivers, installs them without asking the user if they want them. Even worse WU doesn't properly update the Radeon Software which goes the drivers.

My solution is I'm happy to have some drivers so installed via WU but not the AMD GPU drivers. So, what I've done is use the second procedure outlined in the link below under the heading '2. Using the Group Policy Editor'.

In the GPO Editor it requires navigating to 'Computer Configuration/Administrative Templates/System/Device Installation/Device Installation Restrictions'

I think my method is a lot easier. I just block all driver updates from MS. :-)
Honestly, there's very little reason to need to update any drivers, except the chipset drivers.

Installed both KB5040442 and KB5039895 now on version 22631.3880. DISM online and SFC no issues. I am getting intermittently Drag, Drop and Highlight issues with my touchpad on 2 new systems, one is Elan the other Asus brand, I sent feedback to MS, possibly related to June-July W11 updates.
