@hsehestedt a key step was missed.I gave it a try to this Java procedure and faced the same issue as "Shift + F10", it was not accepting "Ctrl + Shift + J" either
Inorder for the keybind to work, you cannot be focusing on the button selection.
I like to click on the graphic on the left of the screen to shift the focus. THEN I press the keys for it to work.

I have not tested this yet on latest canary as of present, this is just from my documentation.
It works on almost any screen not only the keyboard screen. I just say to do it there to at least have region and keyboard set correctly
