I just run the pump at "extreme" (full speed). Not the fans. The fans are much too noisy at full speed on my Corsair iCUE H150i ELITE CAPELLIX. (Which is why I replaced them with quieter ones.)
Yeah, I don't run the pump there either. Ironically my first AIO went bad on me because the pump failed. I actually did run it on Extreme, and probably why it burned out (also why I stayed away from iCUE for a while). Anway my AIO's after, and with iCUE, are now always Balanced or Quiet.
I'm running the stock Corsair fans with the AIO, also have a rear case fan. I promise if you were sitting next to my PC at this moment, you wouldn't hear any fans. And this is with Corsair's iCUE Balanced setting; front case fans run half its RPMs. The fans ramp when I game but they don't max.
I'm not an extreme over clocker but I do overclock occasionally. Even if you don't overclock if you're experiencing thermal issues or crashing with this generation of i9 CPU this video may be of some help.

Gave Dell touch screen with Windows 11 to daughter and got me an OTVOC. Being a PC builder I own many desktop PCs as well. I am a father of five providing PCs, laptops, and tablets for all my family, most of which I have modified, rebuilt, or simply built from scratch. I do not own a cell phone, never have, never will.
An update, the PC got lost by the carrier. Scan sent me a new one (different specs), so I had to pay a bit extra (new specs in My Computer), will do a stress test a bit later and post here.
1. mounted wrong - check for no wobble in aio unit attached to cpu.
2 . add thermalright anti bend plate to cpu.
3. amt of paste - thin bead down center is enough.
4. boot to bios and check pump rpm and cpu fan speed.
5. check that aio pump and fans connected to correct hubs on mobo.
6. return aio and get a different one.
edit 7. for 13th,14th gen assure latest BIOS for latest 12b microcode.

i play heavy vr with i-7 13900k and it never gets hot... 150F/160F for the cpu or in 3DMark tests... so, if you are getting anything near 200F something is wrong. IMHO
