So I am not so sure MS is doing this on purpose!
But if you manage to use Windows 11 without tweaking apps and are satisfied with it: that's your choice! ;-)

Have you downloaded Explorer Patcher from the official website? I never got a false positive from there. Also try another browser. I use Microsoft Edge.

Yeah, always prefer official download sites that you can trust. Major Geek and the like are your last resort if the official site doesn't work or you cannot find it. Also avoid sites that offer to install a download utility "for your convenience" and don't offer a direct link to the file.

Right now. It detects a virus, I know it's not, but I can't fight with them anymore (Microsoft).

Why do you need PowerShell for? Just download ep-setup.exe and run it by double-click. If you scroll down on the GitHub site (see link in my earlier post) you see Assets. Expand Assets to see ep-setup.exe or just click on the link I provided to download it directly. If you want to execute the code in PowerShell to exclude Explorer Patcher so you don't get a false positive, search for PowerShell. Then right-click on the result at the left of the search window and select Run as Administrator to open PowerShell with Administrator access rights. Then copy-paste the code from GitHub and press ENTER to execute.

Powershell can do a lot that command prompt can’t, but for simple copy/paste/execute of commands, it’s the same process.

It didn't work for me. For one, it causes the file ep_setup.exe to be quarantined immediately when I try to use my browser to download it from GitHub. Secondly, after I add an exclusion for %UserProfile%\Downloads\ep_setup.exe, when I try to run the file it causes the file dxgi.dll to be quarantined, so...

It didn't work for me. For one, it causes the file ep_setup.exe to be quarantined immediately when I try to use my browser to download it from GitHub. Secondly, after I add an exclusion for %UserProfile%\Downloads\ep_setup.exe, when I try to run the file it causes the file dxgi.dll to be quarantined, so...
I have tried everything suggested above and nothing helps, the EP is immediately quarantined. I don't know what to do, it looks like Microsoft won against EP.

I have tried everything suggested above and nothing helps, the EP is immediately quarantined. I don't know what to do, it looks like Microsoft won against EP.
1. Go to Windows SecurityVirus & threat protectionProtection history.

2. Click on the threat that appears to match the quarantined item in question, and confirm the UAC prompt. Look at the path that appears under "Affected items:", then verify that this path belongs to EP. If multiple items were quarantined, then repeat this step for each one. Please post a complete list of these paths.

This seems to indicate that you did not properly run the command that I earlier posted. You should run it from an elevated command prompt. The command should output a list of the exclusion paths, and, C:\Users\myname\Downloads\ep_setup.exe should be on this list, as that in fact is what will prevent Windows Security from scanning the file ep_setup.exe in your Downloads folder. (On the command line, the environment variable %UserProfile% gets expanded to C:\Users\myname so,
%UserProfile%\Downloads\ep_setup.exe on the command line is equivalent to
C:\Users\myname\Downloads\ep_setup.exe.)
