Seems to me that you are already signed in (see first photo) so if you are being notified to sign in then it seems there is a problem.
Does your Settings 'Home' screen prompt you to sign in? If you are signed out you should see like second photo.

No, everything work fine. This notification sometimes appears and sometimes doesn't.
From the first activation windows, until now I never used a local account. Is it from this?

To clean up your computer try running this batch file. It will need unzipping first.
Be patient. It may take up to 15 minutes to complete. Reboot your computer afterwards.

Good luck.

If you'd prefer to do the same thing manually, do from a command line window with admin privileges.

The commands are:

DISM.exe /Online /Cleanup-image /Restorehealth

sfc /scannow

Run them in that order.

There may be issues that this won't fix, but it should do not harm.

Yes maybe just issue. All systems running normally, I checked my account and there was no problem, everything work fine. It's just that this notification sometimes appears without reason.

It is annoying but at least you are able to use your computer so could be a lot worse. Maybe it will stop happening at some point.

You could try turning Notifications off.

I have checked everything and there is no problem with my account. I have also changed the password. Now i just leave it, because this notification doesn't appear every day.
There may be issues that this won't fix, but it should do not harm.
Maybe @bobkn is right, there are problems that can't be fixed, but they're not dangerous 👆
