My issue is fixed.

It was the NVIDIA Graphics Driver 545.31 that Windows Update pushed through. See here.

It turns out the Forza problem wasn't caused by the 545 drivers, I have found a workaround for the game load.

What is happening is that the driver date released on Windows Update is newer than the latest Nvidia drivers we can found on the Nvidia site.
So Windows install it, even if we don't want it.

Is it common for Windows Update to push special nVidia drivers to insiders?

The OP claims to be in the Release Preview program. That ought to be the program that is nearest to release.
