Once thing I cannot see stated is how you have set your email retrieval up - POP3, IMAP or EAC.
You can look in Outlook Account settingsin the File menu.
My Outlook 2021 explicitly states POP/SMTP at the top of the Account information page before I even get to the details of the settings.
I don't know how to tell the difference in other Versions. My POP3 account settings are easily found in Outlook 2007
and I believe that IMAP equivalents include
imap somewhere in those addresses.
In my Outlook 2021 those properties can be found in Control panel, [Large / Small icons view],
Mail (32 bit) or M
ail (Microsoft Outlook (32 bit) or similar, EMail accounts, Change [then read the data & cancel before you change anything accidentally.
The reason I am thinking about your email retrieval method is that one of your original symptoms [a delay in deleted items disappearing from your inbox] sounded to me like normal IMAP behaviour.
Do please note that my knowledge of IMAP extends as far as being able to spell it correctly.
And I've only just realised that checking your PST & OST file paths-filenames would also have been easier that way -
