Just a suggestion, since nothing else is working.
Have you tried switching to Windows x-lite versions? I have them running on all of my windows devices without any issues.
It's basically windows without the bloatware and MS crap in it.
You download the version you want and install it using Rufus
Does this include any security software like Windows Defender?

when i tried to upgrade my two systems, both Win 11 compliant, the upgrade failed and i ended up doing a complete clean install.
that at least gave me to opportunity to partition the drives so i had separate Windows and data partitions.

it looks like you may have to head the same way.
best of luck, Steve ..

ps. could you post or fill in your complete computer specs please, that may help with this.

if it is not updating in any method supplied, it may end up being a hardware issue (faulty - not compatibility related)
At this moment I plan on backing up my data, wiping the C drive and doing a fresh installation of Windows 10 Pro. Then try to upgrade to Windows 11 Pro using the Rufus method. There is something damaged internally file wise on my system.

Steve, do you recommend that I wipe my C: drive before installing a clean copy of Windows 11 on it? I have used Samsung Magician to check the integrity of their SSD. No problems found. Or will a clean install of Windows 11 take care of any registry on the C: drive? Thanks for any input.

i can only say that i was able to partition my drive the way i wanted with a clean install of Win 11.
that is making 2 partitions one for windows and one for data. this way if anything happened to Windows the data is safe on another partition. this was the main reason for the clean install, for me after the upgrade failed i didn't play around with it, i just did a clean install the way i wanted it.

your choices may be different but a clean install at this stage will correct any errors that have been made or are present on the current install, a clean sheet.

best of luck, Steve ..

Tried clean install of Windows 11 using the Rufus 4.6 USB solution. Failed at the same spot on the third restart after installing. Stuck on Windows 11 logo. My laptop most have some hardware issues. For now I will "Mark as Solved", even though it is not solved. Will try some other things like swapping out my SSD for another drive, etc... Thanks everyone for all your help.
