The Dev build that leaked did so without Microsoft's consent, so as far as that versions' compatibility and even the requirements for install we cannot rely on them being set the same on release.
Microsoft have now released a first official insider with reduced requirements to load and run than the originally stated requirements - this is understandable as Microsoft require as large a test pool as is practical. Microsoft have also stated that the are keeping options open on the final requirements and limits as they monitor the systems using the insider versions.
They have stated that the security requirements are part of the base plan for the new OS when it's released, [I think to appease the business markets which is where they make money from OS sales], but I think that some of the arbitrary restrictions on Processor and or chipset may be more flexible on release
Of course it is normal industry practice with beta software that on release the test installs should all be removed and replaced with the full released version. Microsoft have been a bit relaxed on this side of things in the past and may be again, although this way of working can give a negative public image of the OS as it is not a stable base platform for long term use so will be more likely to cause issues than the official "gold" released version
