I think this may be a misinterpretation.
The table below implies Reflect V9 is on its way.
They are probably just saving costs freezing the free version, and will possibly issue a new version after V9 is issued. Even if they do not issue a new version, they do not say the "frozen" version will not be available but they do say it will not support future versions of Windows (but I bet they patch it if it transpired it did not work on V12 - reputation is always important).
My guess is they are going to upgrade versions more frequently to increase revenue. Not exactly a lease model but sort of heading in that direction. Not surprising in these tough times (especially as UK based).
