Microsoft blocks all options to bypass MS Account on new Installs

I think you've misunderstood my post -- You need Rufus for example to create a bootable usb stick from the ISO (usually the best way). What I was saying is that you don't need to tick those exclusions - sometimes they don't work or there's a problem with creating the bootable usb stick.

So what I was saying is just for a new install boot the device (USB usually however you created it) and at the OOBE start up choose the workplace and domain options and that always will give a local account for W11 pro and above -- I don't know about W11 Home as I don't have it.

However, I am yet to face any problems. Ticking the boxes worked for me when I tried 24H2, maybe things have changed.

Yes, I forgot that Rufus gives you the option to create a local account after installation. You can use that as well.

I have a feeling that Rufus will eventually be the only way to get around this. That wouldn't surprise me in the least.

And no, I'm not adverse to using Rufus if I have to. If that's what it takes then that's what it takes.

I tried your suggested method today, it worked, but, as I suspected, it still required internet connection.
It does not work when there is no connection to the internet, it just sits on the page asking to connect, there is no option to pick "I have no internet".
That was an option available with oobe\bypassnro which does not work anymore.
I want to do the installation on a computer disconnected completely from the network, like it was possible before this latest Canary Build 27802. 😉🤷‍♂️

The command oobe\bypassnro makes some changes to the system files to reveal the hidden "I have no internet connection" blue text. Apart from creating a local account using WinPE (see my previous post), you can just use it to run the command from there and make the necessary changes. Next time you boot into the new Windows 11 installation the blue text "I have no internet connection" should be there to click on it and proceed to create a local account. Of course you must be disconnected from the internet, otherwise it won't work.

EDIT: I just thought of another workaround. The combination SHIFT+F10 doesn't work, but maybe the combination CTRL+SHIFT+ESC that opens Task Manager does. So if it works, you open Task Manager, then New Task and execute oobe\bypassnro It is exactly the same as running it from Command Prompt! Please anybody, confirm if that works!

I tried with Canary Build 27774.1000, official MS insider ISO and it was still working fine.
Shift + F10 opens command prompt as expected.
So, I could enter the command oobe\bypassnro.

After it reboots it gives the option "I don't have internet".
Everything works as advertised. 👍😉🤷‍♂️

As I noted yesterday, I'll go through various methods to test what still works and what does not.

Bear with a little bit on this. I had a power outage and sustained some damage from the winds here in the Dallas, TX area so I'm a little bit behind in my tasks for the day :-).

We already know that an answer file works, but I'll try all the other methods of which I am aware.

NOTE: I will be testing with build 27802.1000 since I have already confirmed that neither SHIFT + F10 nor SHIFT + CTRL + F3 is working on that build and that an unattended answer file (autounattend.xml) DOES work.

I hope to complete that testing overnight tonight.

    The five 8TB drives and three 512GB SSDs are part of a DrivePool using StableBit DrivePool software. The three SSDs are devoted purely to caching for the 8TB drives. All of the important data is stored in triplicate so that I can withstand simultaneous failure of 2 disks.

I had a power outage and sustained some damage from the winds here in the Dallas, TX

I am currently trying to prepare for a Cyclone. It’s supposed to hit Thursday or Friday night.
The whole of the coastal side of Queensland, Australia is being urged to beware. The State has setup evacuation centres and are pleading with Queenslanders to take much care.

My home, is surrounded by massive trees that could in fact reach from one side of the house to the other if they fell.

So far, winds of 155Kmph (90Mph) are predicted with the posibility of being worse (obviously, it’s a cyclone)

We had a Tornado 2 years ago on Boxing Day, took the Gold Coast out for 2 weeks. Driving around I witnessed overturned cars, trees down, wood, metal and concreat power poles toppled with live power lines across roads.

This is predicted to be 10 times worse. I can only hope, put my head between my legs and pray (lol) that by some miricle, it diverts back out to sea.

Mother nature seems to be worse that it has been in my 60 years.

Time to double check my Generator.

In the meantime, I have already tried one method and it found it to work just fine. One thing that I like about this method is that it works with or without networking enabled.

When I'm done testing all methods, I'll provide a complete summary, but in the meantime, here is this one method to get anyone wanting to install this build now started.

NOTE: I only tested this with the PRO version so I don't know if this works with the Home edition. If someone wants to try this, I would be gratefull.

Java Console Method to Create a Local User Account

Credit goes to a post from @thepineapple for posting this method where I first became aware of this.

This method can be used regardless of network status.

Boot from your installation media and begin installation of Windows as normal. Proceed up to the first static screen that you encounter after Setup has rebooted one or more times. This is a screen that will ask "Is this the right country or region?".

On that screen, press CTRL + Shift +J. A Java console will be opened. Enter the command below. IMPORTANT: Because this is Java, it is case sensitive. Make sure to type the command precisely as shown:

WinJS.Application.restart("ms-cxh://LOCALONLY")

Make sure that the console is still the active window by clicking on it, then press the ESC key. This will close the console but you will see a new panel on the screen that looks like this:

Enter a user name here. This will be an Admin user account.

TIP: You can leave the password blank for now because this will prevent you from having to select security questions and supply answers for those questions. You can set a password once you arrive at the desktop. If you prefer to create a password now, you can do so. Just be aware that this will cause you to have to select three security questions and to provide answers to those now.

That is all! Proceed with setup to completion.

Make sure that the console is still the active window by clicking on it, then press the ESC key. This will close the console but you will see a new panel on the screen that looks like this:

Enter a user name here. This will be an Admin user account.

TIP: You can leave the password blank for now because this will prevent you from having to select security questions and supply answers for those questions. You can set a password once you arrive at the desktop. If you prefer to create a password now, you can do so. Just be aware that this will cause you to have to select three security questions and to provide answers to those now.

That is all! Proceed with setup to completion.

The combination SHIFT+F10 doesn't work, but maybe the combination CTRL+SHIFT+ESC that opens Task Manager does. So if it works, you open Task Manager, then New Task and execute oobe\bypassnro It is exactly the same as running it from Command Prompt! Please anybody, confirm if that works!

That was an option available with oobe\bypassnro which does not work anymore.
I want to do the installation on a computer disconnected completely from the network, like it was possible before this latest Canary Build 27802. 😉🤷‍♂️
When you got stuck at Shift+F10 not working, did you try just turning it off and restarting the PC? I did and look what I get now with Shift+F10... :thumbsup:

Edit: I've tested this clean install twice more, just to be sure that it is repeatable. It is. As soon as you get to the first OOBE screen shut down the computer. On restarting Shift+F10 now works correctly.

Just another of their unforeseen bugs! It works reliably, I've done 3 clean installs now and Shift+F10 always worked second time round for me.

I just tried the same as you did, when it was not accepting the Shift + F10, I powered it off and back on.
When it was back up again it took the Shift + F10 after I entered it twice. 😂😂😂😵‍💫
I could then enter the command oobe\bypassnro and reboot.
That gave me the option "I don't have internet" and I could proceed with local account. 👍

I hope this is just a temporary screwup on this build, we'll see what happens on the next one. 😝🤬🤬🤷‍♂️

I wish you all the best. That does not sound like a good time.

In the meantime, I have already tried one method and it found it to work just fine. One thing that I like about this method is that it works with or without networking enabled.

When I'm done testing all methods, I'll provide a complete summary, but in the meantime, here is this one method to get anyone wanting to install this build now started.

NOTE: I only tested this with the PRO version so I don't know if this works with the Home edition. If someone wants to try this, I would be gratefull.

Java Console Method to Create a Local User Account

Credit goes to a post from @thepineapple for posting this method where I first became aware of this.

This method can be used regardless of network status.

Boot from your installation media and begin installation of Windows as normal. Proceed up to the first static screen that you encounter after Setup has rebooted one or more times. This is a screen that will ask "Is this the right country or region?".

On that screen, press CTRL + Shift +J. A Java console will be opened. Enter the command below. IMPORTANT: Because this is Java, it is case sensitive. Make sure to type the command precisely as shown:

WinJS.Application.restart("ms-cxh://LOCALONLY")

I gave it a try to this Java procedure and faced the same issue as "Shift + F10", it was not accepting "Ctrl + Shift + J" either.
It appears to be the same issue that is affecting Shift + F10 not getting recognized.
Probably not recognizing any hot keys at that point. 😵‍💫🤷‍♂️
Tried the same trick suggested by Bree, power off and back on and still nothing happened entering Ctrl + Shift + J, so I then tried Shift + F10 and opened command prompt, I closed it and tried again Ctrl + Shift + J and this time it worked.
Then followed the rest of the procedure and completed successfully.
I was not connected to the internet.

It looks to me that the bug is in the recognition of any of the hot key combinations during the OOBE setup. Probably a bug in WinPE. 😵‍💫
A power off and back on seems to unlock the mechanism somehow and get it to work again. 🤞🤷‍♂️

I'm afraid we may have to wait for the next MS Canary official ISO to see if they fix this bug. 🤷‍♂️

I'm afraid we may have to wait for the next MS Canary official ISO to see if they fix this bug.

I'm not entirely convinced that this is a bug. This is pretty early in setup where things have not gotten too terribly complicated as yet and the issue is clearly not affecting everyone. Bear in mind, I could be completely wrong and maybe it is a bug, but let me ask a few questions that might help me do so more testing:

1) Could you confirm that we are indeed working with the same build? I was using 27802.1000.

2) What edition are you installing? I was using Pro. I'm not sure if the same thing works on Home, but I may test this.

3) Is there anything unique about your keyboard? For example, is it wireless, does it have an exceptionally high polling rate, etc.

4) Do you by any chance have another KB that you could test with?

In the meantime, if you just want to get this installed with a local user account, you can try this:

Copy the text in the code block below to a text file. Make sure to use something like Notepad that will not introduce hidden formatting characters into the file. Name the file "autounattend.xml". It MUST be this name and nothing else.

Copy that file into the root of your installation media or ISO image - if you need detailed instructions for doing this with an ISO image, let me know.

What this file does:

This WILL NOT perform a complete unattended installation of Windows. It will bypass the Win 11 system requirements, but it is still perfectly fine to use it on a system that meets all requirements. It will create a local user account called "WinUser" with a full name of "Windows User" with an initial password of "Password1".

NOTE: Since this is just a text file, you can change the user name by just replacing the "WinUser" and "Windows User" names with something else. The password is not plain text so that would take additional steps to alter - once again, if you need info on this, let me know.

Finally, this answer is for installation of the Pro edition of Windows. For any other edition, the generic installation key would need to be replaced with the generic key for the edition you wish to install. For example, the Home edition generic key is: YTMG3-N6DKC-DKB77-7M9GH-8HVX7

For us that use two or more keyboard layouts (such as US and Greek), both remote and local layout must be the same, otherwise no key combination works. It might be a bug, but it might also Microsoft doing this on purpose to discourage us using the oobe\bypassnro command. The key combinations are disabled the first time on a PHYSICAL keyboard. What if we open the onscreen keyboard from accessibility options and we click the key combination SHIFT+F10? Assuming you can do that, it might work with the virtual keyboard. Otherwise the workaround to shut down and restart is not that bad.

I'm not entirely convinced that this is a bug. This is pretty early in setup where things have not gotten too terribly complicated as yet and the issue is clearly not affecting everyone. Bear in mind, I could be completely wrong and maybe it is a bug, but let me ask a few questions that might help me do so more testing:

1) Could you confirm that we are indeed working with the same build? I was using 27802.1000.

2) What edition are you installing? I was using Pro. I'm not sure if the same thing works on Home, but I may test this.

3) Is there anything unique about your keyboard? For example, is it wireless, does it have an exceptionally high polling rate, etc.

4) Do you by any chance have another KB that you could test with?

In the meantime, if you just want to get this installed with a local user account, you can try this:

Copy the text in the code block below to a text file. Make sure to use something like Notepad that will not introduce hidden formatting characters into the file. Name the file "autounattend.xml". It MUST be this name and nothing else.

Copy that file into the root of your installation media or ISO image - if you need detailed instructions for doing this with an ISO image, let me know.

What this file does:

This WILL NOT perform a complete unattended installation of Windows. It will bypass the Win 11 system requirements, but it is still perfectly fine to use it on a system that meets all requirements. It will create a local user account called "WinUser" with a full name of "Windows User" with an initial password of "Password1".

NOTE: Since this is just a text file, you can change the user name by just replacing the "WinUser" and "Windows User" names with something else. The password is not plain text so that would take additional steps to alter - once again, if you need info on this, let me know.

Finally, this answer is for installation of the Pro edition of Windows. For any other edition, the generic installation key would need to be replaced with the generic key for the edition you wish to install. For example, the Home edition generic key is: YTMG3-N6DKC-DKB77-7M9GH-8HVX7

2) Windows 11 Pro.
3) No, standard Dell US keyboard.
4) I have several different keyboards, and it doesn't make any difference.
5) I already did the installation. Both with the Java console that you suggested and with oobe\bypassnro.
The problem is the recognition of the hot keys during the OOBE setup, and the way around the problem is by powering off and back on the PC.
After that the hot key get detected properly.

I wish you all the best. That does not sound like a good time.

In the meantime, I have already tried one method and it found it to work just fine. One thing that I like about this method is that it works with or without networking enabled.

When I'm done testing all methods, I'll provide a complete summary, but in the meantime, here is this one method to get anyone wanting to install this build now started.

NOTE: I only tested this with the PRO version so I don't know if this works with the Home edition. If someone wants to try this, I would be gratefull.

Java Console Method to Create a Local User Account

Credit goes to a post from @thepineapple for posting this method where I first became aware of this.

This method can be used regardless of network status.

Boot from your installation media and begin installation of Windows as normal. Proceed up to the first static screen that you encounter after Setup has rebooted one or more times. This is a screen that will ask "Is this the right country or region?".

On that screen, press CTRL + Shift +J. A Java console will be opened. Enter the command below. IMPORTANT: Because this is Java, it is case sensitive. Make sure to type the command precisely as shown:

WinJS.Application.restart("ms-cxh://LOCALONLY")

Make sure that the console is still the active window by clicking on it, then press the ESC key. This will close the console but you will see a new panel on the screen that looks like this:

Enter a user name here. This will be an Admin user account.

TIP: You can leave the password blank for now because this will prevent you from having to select security questions and supply answers for those questions. You can set a password once you arrive at the desktop. If you prefer to create a password now, you can do so. Just be aware that this will cause you to have to select three security questions and to provide answers to those now.

That is all! Proceed with setup to completion.
