I just made a clean install of Windows 11 and used "Method 1" from Windows 10 era. Everything worked in exactly the same way as in Windows 10 and the folder got successfully relocated.
One note though: the installation was performed from a USB drive prepared with Rufus. When the drive was prepared, Rufus customization settings were set to ensure the install does not require TPM and does not require online MS account. Nevertheless, during the install process I ran into the stage when the installer stubbornly required an online MS account. I had to work around this problem using alternative methods (through Shift+F10 and `oobe\bypassnro`). I wonder if using the aforementioned "Method 1" somehow overrides this Rufus customization.
