It turns out I had left off the Special Pool. With Special Pool I/O verification was not required.

If I understand your queries here.

verifier /reset

always works.

verifier /bootmode resetonbootfail

is therefore unnecessary.

startup repair

Generally takes two hard boots to get to the Advanced options.

I end up using Safe Mode with Command Prompt to enter verifier /reset.

Then I use shutdown /f.

system restore

Saving new points always works well.

I have only had to do an actual restore a couple of times.
